
ETMI in collaboration
with CELIM Shqipëri and
Gjelberimi 2000 is implementing the EnerPower project which aims to promote local initiatives to reduce energy poverty in vulnerable communities. The project is conducted in two municipalities in the South of Albania (Memaliaj and Selenica) which are faced with socio-economic and environmental challenges.

The following context describes the key drivers factors of energy poverty, shaping the need for in depth monitoring and interventions:

Age of the houses: Most of the houses are old (built between 1961–2000), small in size, and lack proper thermal insulation.

Heating and Cooling: Wood remains the main source of heating, while in Memaliaj, 16% of families do not use any heating at all. Cooling facilties are limited in both municipalies which makes the population quite vulnerable to summer period.

Employment: Households typically consist of 1–3 members, often only with 1 person being employed.

Economic sectors: Employment is mainly in agriculture and services, and many families rely on social assistance.

Education: Education levels are mostly primary or secondary, affecting employment opportunities and income stability.

In the following activities, ETMI and partners will be working in conducting the energy poverty monitoring in both municipalities together with energy advisors.
