In the EU, millions of households struggle to afford adequate heating, with single-parent households and those living in rental or social housing being particularly vulnerable. In 2018, approximately 34 million Europeans faced difficulty affording adequate heating for their homes. The situation is also dire in the Western Balkan countries, where a significant percentage of households cannot keep their homes warm. 40% of households in Kosovo and 37% in Albania unable to adequately heat their homes. Outdated financial measures and a lack of recognition of differential energy needs further contribute to the energy poverty issue. Gender disparities and the higher risk of poverty for foreign citizens further compound the issue. To combat this, the POWERINGCITIZENs project aims to empower energy poor citizens through tailored energy advice and dialogue, enabling them to participate in energy-related policies, claim their rights, and access information on energy poverty and solutions.
